argued for granting russia pntr, which has until now been prevented by what is known as the jackson-vanik amendment, focus on the supposedly bilateral trade benefits. the issue that concerns me and many members is not trade but human rights. advocates of repeal say that the jackson-vanik amendment is outdated and is purely symbolic and therefore should be disregarded. but in the ira of human rights, madam speaker, symbols can have a very great importance. over the years jackson-vanik has become a sign of the continuing u.s. commitment to human rights in russia and elsewhere. repealing the amendment could very well be interpreted as an indication that our commitment is now weakening. this would be a terrible signal to send at a time when putin is in the process of imposing ever tighter restrictions on all opposition to his regime, especially democratic activists and any others who dare to defy the authorities. i also oppose granting russia aren't -- pntr at this time because it is but one more concession by the united states in pursuit of the president's failed reset of relations wit

in cairo, egypt. steve, thanks. jesse jackson jr. out of congress now but not out of the woods by any means. the democrat from illinois submitting his resignation yesterday just two weeks after voters reelected him for his ninth full term. now it came after he had been absent for many months citing inpatient treatment for bipolar disorder but on top of his health battle, the former congressman is also facing a federal investigation among other things accused of misusing campaign funds to fix up his home. now jackson could face the fallout from that probe. even though he is no longer holding public office. peter doocy has the latest from d.c. >> some folks in illinois are now asking why congressman jesse jackson jr. waited until 15 days after the election to resign instead of letting voters select his successor on november 6th. congressman bobby rush the only person who beat barack obama in an election is sticking um for the embattled 47-year-old. >> i don't think that anybody has been duped. i think that that this is a process that no one really knew exactly what was going to happen. >> jac

in one sense that people may not be familiar with. he's the first american president since andrew jackson to win a re-election with a lower popular vote percentage than he won his first time. we don't do that in american politics. when we re-elect a president, we typically embrace that president even more strongly than the first time. the president's not in that political category, but he has won re-election and he has a mandate based on what he makes of it. many political scientists say the idea of a mandate is basically fiction. >> we learned something about the shape of the electorate. in 2008, the obama campaign decided they were going to build a coalition out of young voters, minority voters and college-educated women. they did that again. they did it in a slightly different ways and different regions of the country, but the president get a smaller share of the white vote, but the white vote shrunk, and he got a larger share -- well, the white vote actually stayed about the same, it's been shrinking since 1990, '92, but he got a larger vote of the minority vote, hispanics and african
